The Elsie, Carroll and Willie Wheeler Hospice Support Care, Inc. Fund
At 98 years old, Miss Elsie Wheeler was the last of three siblings who had no heirs. As she prepared her will, she sought a way to memorialize her two brothers, Carroll and Willie. Her attorney, professional advisor Bill Kinnamon recalled, “Miss Wheeler wanted to support five local charities through her estate. I felt that two of the charities – Rappahannock Agency on Aging and Hospice Support Care – would be best served by establishing separate funds with the Community Foundation. In doing so, she created a lasting legacy for her family in naming the funds after them and will help both organizations achieve their charitable missions now and in the future.”
The Elsie, Carroll and Willie Wheeler Hospice Support Care, Inc. Fund is designated to provide ongoing operational support for this nonprofit organization’s mission to provide non-medical support, without charge, to those experiencing the impact of a life altering or terminal illness and bereavement services for children, teens, and adults.

About Designated Funds
A Designated Fund enables a donor to invest in the precise cause or community issues that they care most about.
When you set up a Designated Fund with the foundation, you define its specific charitable purpose, even its beneficiaries, at the fund’s inception. Designated Funds are strongly focused: once you have thoughtfully determined the way you want to structure your fund, grants will be distributed in perpetuity.
The Community Foundation administers the fund without significant change based on the donor's initial instructions. When a grant is made, the foundation monitors how the funds are used to ensure that the use fulfills your charitable goals.
