The Kenneth T. Whitescarver III Memorial Scholarship Fund

The Kenneth T. Whitescarver III Memorial Scholarship Fund was created in July 2012 to memorialize a beloved community leader. Kenny Whitescarver was someone who enjoyed and excelled in a variety of pursuits. He was an academic, an attorney, a serviceman, an outdoorsman and a business leader, who retired as Senior Vice President at StellarOne Bank. He was known for his generous and thoughtful actions – toward his family, among his friends and throughout his community. As described in his obituary, “Community service was important to Ken, who was brought up in a household that emphasized community service and involvement. This led him to serve as a member of the Commissioner of Accounts Standing Committee of the Judicial Council of the Supreme Court of Virginia; former president of United Way in Virginia; member of the board of governors of the Community Foundation of the Rappahannock River Region; and chairman of the Rappahannock United Way Campaign in 1986. Ken was also involved in Our Town Fredericksburg, Boy Scouts, the Fredericksburg Board of Zoning Appeals, the Chamber of Commerce and the Fredericksburg Rotary Club.”

“Kenny was a very giving man whose generosity touched anyone who knew him. He was also a devoted husband and best friend, and an avid waterfowler, fisherman, businessman and athlete, who was also known for his sense of style. Though he never had any children of his own, every niece, nephew and godchild was treated, and looked up to him, as if he were his or her father. Though he died young, his generosity will ensure he will live in our hearts for generations to come.”

People have said that Kenny was an inspiration to them. His legacy is that he showed them how to take care of each other whatever their needs – emotional or financial. This was a reciprocal agreement as he was actually inspired by a huge number of people in the region who live by these rules of love and generosity.

Each year, at least one scholarship of at least $1,000 will be awarded to the James Monroe Highschool senior who best represents Kenneth Whitescarver’s values: hard work, self-sufficiency, love and generosity. This person should demonstrate strong personal character. She or he will understand that good citizenship is contagious and strive to set a good example.

About Scholarship Funds

Donors help area students achieve their dreams by establishing or contributing to a scholarship fund at The Community Foundation. Scholarship funds are flexible and can be structured to benefit students at any education level, or for a specific institution. Donors often use scholarship funds to honor or memorialize a loved one.

Donors maintain an active voice in the student selection process while they rely upon The Community Foundation’s Scholarship Committee to handle the necessary paperwork and ensure that scholarships are distributed equitably.

The online application portal will walk students through our application process.

  • Students submit general information such as address and high school, as well as information about extracurricular activities or awards.
  • Students use the online application to provide the name and email address of their guidance counselor and other individuals. These contacts will receive an email requesting the student’s high school transcript or a personal reference.
