The Togie Fund
The Togie Fund honors Charles "Togie" Wayne Payne Sr. Established by his children; Charlie, Frank and Julia, in memory of their dad's passion to provide opportunity to youth in the area he loved.
Togie was active in his community, from his days playing little league then basketball and baseball at Stafford Senior High School to refereeing high school games and serving on the Stafford County Board of Supervisors. He owned the local small business "Togie's Dugout" and was an avid sports fan and collector.
One of his kids recalls their father's friendly, compassionate spirit captured in Togie's sentiment, "if you are having a bad day, go and do something for someone."
This fund will provide grants that open opportunities for students in our community. The Togie Fund firmly believes in providing equal opportunities for every student to access necessary equipment and participate in recreational programs, regardless of their financial circumstances.

The Community Foundation presents a grant opportunity aimed at supporting low-income students in our community. The Togie Fund firmly believes in providing equal opportunities for every student to access necessary equipment and participate in recreational programs, regardless of their financial circumstances.
As part of our efforts to address this issue, we are offering grant funding through the Togie Fund to high schools and Parks and Recreation Departments in City of Fredericksburg, Caroline, King George, Stafford and Spotsylvania counties to enhance the educational experiences and recreational opportunities for low-income students. This initiative aims to bridge the opportunity gap and ensure that all students have an equal chance to thrive academically and personally.
To apply for the grant, please complete the application, providing detailed information about your proposed project or programs. The application form is designed to capture the essential aspects of your project, including goals, budget requirements, and expected outcomes.
Please ensure that your application includes the following components:
- Project Summary: Provide a brief overview of your project, outlining its objectives and intended impact on low-income students. Highlight how the project aligns with the mission and goals of your organization.
- Needs Assessment: Describe the specific needs and challenges faced by low-income students in your school or department. Include relevant data and statistics to support your assessment.
- Project Description: Provide an outline of the proposed project or programs. Clearly articulate the activities and resources that will be utilized to support low-income students.
- Budget: Prepare a detailed budget that outlines the required funding for your project. Be sure to include all relevant expenses, such as equipment, materials, staff costs, and any additional resources needed.
- Project Timeline: Present a timeline that illustrates the key milestones and deliverables of your project. This will help us assess the feasibility and impact of your proposed initiatives.
- Evaluation Plan: Outline your approach for evaluating the success and impact of the project.
Dates:
- Applications will be accepted on a rolling basis to be responsive to needs.
- Funds should be used within 12 months from the grant award.
